Hidden Hierarchy in a Self-Managed Team

At Buurtzorg, nurses are grouped in teams of 10-12. Laloux describes, “They deal with all the usual management tasks that arise in every team context: they set direction and priorities, analyze problems, make plans, evaluate people’s performance and make the occasional tough decisions. Instead of placing these tasks on one single person -the boss- team members distribute these management tasks among themselves.”

The description is agreeable and I assume that Laloux is describing the phenomenon accurately. Each nursing team is dubbed self-organizing and self-managing, without hierarchy. In my post Teal and Theory of Constraints, “little surprise that a team of a dozen nurses could solve most problems and make most decisions related to intake, planning, scheduling and administration.” It is highly likely that in a pool of skilled nurses there would be a number of them with S-II capability (capable of effectively completing task assignments and projects 3-12 months in timespan). My suspicion is there is plenty of leadership talent in the team.

Laloux validates my suspicions. “the idea is not to make all nurses on a team equal. Whatever the topic, some nurses will naturally have a larger contribution to make or more say, based on their expertise, interest, or willingness to step in.” My suspicions say the difference can be measured in timespan and directly relates to capability.

Laloux continues, “In any field, some nurses will naturally have more to offer than others. Some nurses will build up reputations and influence even well beyond their team and are consulted by nurses from across the country on certain topics of expertise.”

My observation is that leadership is NOT a mandated phenomenon, but an observed phenomenon. Give any group of people a problem to solve and a leader will emerge, in Laloux’s words, “naturally.” I believe that natural emergence is consistent with capability measured in timespan. Leadership is an observed phenomenon.

I am reminded (thanks to Bruce Peters) that “the concept of Teal is not to be structure-less or for that matter leader-less.” My thoughts conclude there is plenty of leadership on display AND it is occurring in a natural hierarchy. Laloux would describe this as a hierarchy of “recognition, influence, and skill.” I would press and call this a hierarchy based on capability, and this capability drives both context setting and ultimately accountability. Elliott would describe it as an accountability hierarchy. Note that all of these descriptions of hierarchy are absent the word power.

I assume that in many cases power and hierarchy are named hand in hand. Laloux has gently teased them apart so that we can see the difference. But now we have to deal with another “A” word. With accountability goes authority. So how do we address an understanding of authority without the menacing connotation of power-mongering? I suppose that is next?

Doesn’t This Look Like a Hierarchy?

“You know, this is beginning to look like a hierarchy,” Johnny said. “Do you remember Preston Pratney? If there is one thing he railed about, it’s that hierarchy is bad. It goes against all the tenants of Tribal Leadership. Having layers inside the company makes it too bureaucratic, too much red tape. If there is a decision to be made, why should someone have to check with their manager?”

Mary stepped in. “You’re talking about Preston Pratney? The problem with Preston is that he read too many books on leadership. He never understood the purpose of hierarchy. He got it confused with command and control. Hierarchy is necessary, to create this value stream for decision making and problem solving.”

Who Should This Person Report To?

“I think we have these roles sorted out,” Peter proclaimed. “I like the picture. It makes sense. But how do these roles relate to each other? I mean, who decides who is whose manager?”

Johnny jumped in. “It’s true. Whenever someone new joins the company, that’s always the first question. Who will this new person report to?”

Jim Dunbar knocked gently on the door. “Hope I’m not disturbing. How are things going?”

“We have a problem,” Johnny declared. “Who decides who reports to whom? Whenever we have a new employee, we all sit around the table and that’s the question. Who will this new person report to?”

Mary looked out the window, but suddenly turned and came back into the conversation. “Usually, we unload the new guy on the manager or supervisor who is the least busy.”

Tribal Leadership?

Question:
I just picked up a book on tribal leadership that suggests hierarchy is an old fashioned, out dated approach to organizational structure.  Your workshop suggests that hierarchy is the only approach to organizational structure?

Response:
I hear these things from time to time, about how hierarchy should be abandoned and replaced with throwbacks to earlier organizational models and, as you can imagine, I am not overly impressed.  First, understand that there are many purposes for groups to organize.  Groups may come together to worship, promote political causes, live as families and communities.  Each may engage in different organizational structures, collegial, political, religious, family.  When I promote hierarchy as a structure, I am referring only to those groups of people organized to get work done.

And some work does not require a complicated structure.  But, gather any group of people together and give them a task to do, they will self-organize into a structure to get the work done.  First, a leader will emerge.  That person does not have to be assigned that role, they will simply emerge from the group.  If the group task requires several separate, simultaneous actions, people will gravitate to roles and cooperate, under the guidance of the leader to complete the task assignment.  If the task is of sufficient difficulty, requiring problems to be solved and decisions to be made, that organized group will take on the shape of a hierarchy.

I know there are organizations, designed to accomplish work, that self-proclaim a flat, tribal, non-hierarchical structure.  Baloney.  If the work is of sufficient complexity, and you examine the related tasks and people playing roles to complete those tasks, you will find hierarchy.

No tribe ever sent a man to the moon.

Not a What, But a Who

Derrick located a copy of the org chart. “A little out of date,” he remarked.

“It’s time stamped only three weeks ago,” I said.

“Yeah, well, it’s still out of date.”

“So, if I think you have a system problem, where should I look on the org chart?” I asked.

“All these people are doing production, and the supervisors make sure production gets done. You have to be looking at our managers, they create our systems, monitor and improve our systems,” Derrick observed.

“Yes, and I see you have five manager positions. These are the roles accountable for your systems.”

“That’s why it’s a little out of date. One manager got promoted to Vice President and we figured he could still cover his old position. This manager, here, got an offer from another company, and we decided that we might be able to do without for a while. And our controller wanted to move to the northern part of the state. And with the internet, she does her work from home.”

“Let me get this straight. You have five manager positions, monitoring your systems, yet only two out of five actually show up for work here?”

It’s Not About Flow and Luck

Question:
In your workshop, it was clear, the research you presented supports hierarchy in an organization. I am still not sure I buy that. There is so much talk these days about “tribes” as a better, more flexible structure.

Response:
Notwithstanding how great Mel Gibson looked in his Mayan costume in Apocalypto, all the talk of modern tribal systems is misguided.

One reason is the misunderstanding of the purpose for hierarchy. We think, because we watch too many military movies, we think hierarchy exists to create a reporting protocol in the organization. Here’s the bad news, you are NOT a manager so people can report to you.

The fact is, we report to people all over the organization. I contribute to a project for Paul. I am responsible to compile a forecast for a report for Frank. I have to procure some super-special material on a project for Bill. I sit in on a steering committee for Jim. I report to people all over the organization. There is no lack of flexibility. It might even have the appearance of a tribe.

But even in a tribal structure, every once in a while, like every day, I will run up against a problem or a decision where I need some help. I may have a conflict priority between Bill’s project and Frank’s project. Who do I go to for help? If I go to Bill or Frank, I may get the wrong answer. So who is accountable for that decision. In a tribal system, no one is accountable. There is ambiguity. And ambiguity kills accountability.

A tribal system is great, unless we are trying to get some work done.

The purpose of the managerial relationship, the mandate for every manager, is to bring value to the problem solving and decision making of the team member. And that’s the purpose for hierarchy, to fix accountability at the appropriate decision level. The right decision on the conflict between Bill’s project and Frank’s project may require perspective on BOTH projects, as well as capital budgets, multiple customer initiatives and the availability of technical support. If I don’t have that perspective (to make the right decision), then who?

In a tribe, there is no one accountable for that perspective? It’s all about flow and luck.

In a hierarchy, it is my manager who is accountable. I may report to people all over the organization, but there is only one person accountable for my output, and that is my manager.
