Isn’t That Too Many Questions?

From the Ask Tom mailbag –

Question:
You suggest ten questions regarding each Key Result Area with 2 drill down questions. As an example, you suggest 150 questions would be reasonable.

How do you handle that practically. If you ask a candidate 150 questions and give two minutes per question for response, you are looking at 300 minutes for an interview (5 hours, not counting breaks).

Maybe for an executive position such a marathon interview process could be done but it seems difficult with several candidates to have interviews of such length. Is this practical or am I missing something?

Response:
You are not missing anything, you are just used to giving candidates two minutes to make up stuff, inflate their experience, exaggerate about skills and generally waste your time.

In preparation for the interview, I identify a number of Key Result Areas (KRAs).  In each KRA, I have identify tasks, activities, accountabilities and the level of work.  I need to know some very specific information about the candidate.

For example.

I am interviewing for a dispatcher role for a fleet based service company, with thirty trucks on the road.  Each afternoon, my dispatcher reviews all the leftover work and makes sure it gets on the following morning schedule.  In spite of the schedule, fifty percent of those service calls will get re-scheduled during the day.  During the day, an additional 90 service calls will get added to the mix.  Our target turnaround time for all service calls to be completed is 24 hours.

Here is a partial list of questions I might ask.

  • In your former position, as a dispatcher, how many service vehicles in your fleet?
  • What was the geographic range for your entire fleet?
  • What was the geographic range for a single vehicle?
  • How many service calls did each vehicle take per day?
  • What was the target turnaround time from the time of the customer call to the customer’s home?
  • What was the length of each service call?
  • How many service calls each day had to be re-scheduled?
  • What were the primary reasons for service calls to be rescheduled?
  • At the end of the day, how many service calls would be left over?
  • How were those left-over service calls scheduled for the following day?
  • What dispatch software did you use?
  • Step me through a customer call, how was it scheduled in the software?
  • How did you know when a call was completed?
  • Were customer satisfaction calls made after the service call?
  • Who made the customer satisfaction calls?
  • Step me through how the customer satisfaction data was recorded?
  • Step me through how the customer satisfaction data was used?
  • What changes were made to the dispatch system based on the customer satisfaction data?

Does it take two minutes to answer each question?  Do these questions give you insight into the exact experience level of the candidate?  Can you think of additional drill-down questions you might ask during the course of this small sample?

And I am only getting warmed up.

How to Look at the Size of the Role

“So, as you see me struggle with my new role as a manager, what do you see as my biggest challenge?” asked Joel.

“The biggest mistake most companies make is underestimating the level of work required for success in a role. The biggest mistake most managers make is underestimating the level of work required in a task,” I replied.

“And level of work can be measured by looking at the Time Span of the task?”

“And don’t be fooled.  For a manager, the task starts earlier and the completion time is much later than for a supervisor.  A supervisor makes sure the production gets done.  A manager creates the system in which production is done.  It’s a much bigger job, a higher level of work.”

How to Detail a Task to Discover its Time Span

I could see that Joel was stressed. This was a big job. Joel had been a successful supervisor, but this assignment as a new manager was different for him.

“It was all about improvisation,” he proclaimed. “Life was exciting. Things were always moving.

“But you asked me to make a list of the most important tasks in my new role, as a manager. I started with my role description. The insight came when I tried to peg the time span associated with each task.

“Here is one,” he continued. “The role description says that I am responsible for making sure we have enough direct labor to meet the production needs for all the cycles during the year.

“At first, I thought it just meant that I should post job vacancies and do some interviews. But when you asked me to attach time span to the task, my head started to spin.

“It was only then, that I realized I needed to research our historical workloads during the three cycles of our year. I had to take a look at our maximum production capacity along with the marketing and sales forecast. I spent the time to lay out all this data for the whole year. I used a line graph to help me visualize it. Then I had to figure out what resources we needed to produce the numbers related to the forecast. The forecast is helpful, but it is often wrong by as much as ten percent.

“All in all, when I looked at my new job, I really have to be planning out 12 months or more, in advance. This is a lot bigger than I thought.”

I smiled at Joel. He was new to the job, but he was beginning to understand the time span related to this new level of work, the time span necessary to be successful as a manager.

Candidates Talk the Talk

Question:
I’ve conducted interviews where we’ve asked behavioral questions, like “Please share a specific example in your last position where you led a team in accomplishing a specific task. Share what steps you took and any processes you put in place to be successful. What were any of your challenges?” These questions did help us see how the candidate thinks and leads and whether s/he’s innovative. But in the end, we have had some candidates who are really great at interviewing and talking the talk but when they get in the position they are not effective. So, are there any other questions or exercises we should use in interviews to further test the veracity of the candidate and their experience?

Response:
It’s all about the work. I see three possible problems.

Failure to Identify the Level of Work
The biggest mistake most companies make is underestimating the level of work. I see this over and over, so much so, that I finally wrote a book about it, Hiring Talent, Decoding Levels of Work in the Behavioral Interview. There is a level of problem solving and a level of decision making in every role. Here is my fast list of problem solving levels –

  • Level I – Trial and error
  • Level II – Experience, best practices
  • Level III – Root cause or comparative analysis
  • Level IV – Systems analysis, reinforcing and balancing systems
  • Level V – Internal systems and external systems analysis

Your candidate may have solved a problem in a former role, but what was the level of work required to solve the problem?

Failure to Get Specific
The manager-once-removed and the hiring manager have to spend time to truly think through the work. If the critical role requirement is to be the leader of a group of 13 software engineers, the interviewer has to listen for details, like how many people on the team? Full-time managerial role or limited project length? Match the details in the candidate’s experience with the details in the critical role requirements.

Failure to Practice
Most managers don’t get enough practice. They don’t interview candidates often enough to get good at it, and are seldom trained to conduct effective interviews. The candidates they face have been coached by headhunters, trained through role play, and are intent on beating the manager in a game of cat and mouse. Practice, practice, practice.

No Voodoo, No Amateur Psychology

“What is the Time Span capability required in my sales people?” Dennis asked.

“Sucker-punch question that will lead you down the wrong path,” I replied.

“Not sure I understand?” Dennis quizzed.

“Define the Level of Work, then ask if your salespeople are effective at that work.

“Not sure I understand the difference. Don’t we get to the same place?” Dennis pressed.

“I don’t think so,” I surmised. “Trying to determine the Time Span capability in a person prompts us to play amateur psychologist.”

Dennis mulled over the thought, so I continued.

“Identifying the Level of Work in the role is the work of a manager. Evaluating the effectiveness of the person we have assigned to this role is the work of a manager. There is no voodoo, no amateur psychology.”

A Plan is Not a Goal

From the Ask Tom mailbag –

Background (Tom):
So, now we are left to think about your target completion time. If you truly believe that Stratum IV capability is required for success in this project, then I must assume the real “by when” of this goal is longer than you have stated. We need more data to see more clearly. Give us some more clues.

More Clues (Reader):
I have tried to tackle the clues, below, as a task assignment using CPQQRT (Context, Purpose, Quantity, Quality, Resources, Time) hopefully alluding to the longer term focus.

  • Task: Develop a comprehensive plan to ensure the pool of labour we draw our staff from continues to provide the capability we need.
  • Context: Our current labour pool is shrinking. Baby boomers are retiring, competitors using the same labour pool, increased community expectations around diversity hires.
  • Purpose: Without the labour, our operations will grind to a halt, or become nonviable due to increasing labour costs.
  • Quality/Quantity: A comprehensive plan – ie One that contains clear actions across a timeline extending out a further 12 months. This needs to also tie into our 5 year plan + take into account the expected changes in our industry and society over the next decade. I expect the plan to include the development of the labour pool through schools, universities and other external means, which by implication requires connecting with people in those institutions as well as various government departments. I would also expect you to conduct some external research into best-practice, population economics, intended changes in legislation.
  • Resources: You personally develop the plan and you make decisions on what to include/exclude. You may make use of a researcher/assistant to gather and interpret data as necessary. You have full access to anyone in the business, especially the senior leadership team.
  • Timeline: The plan is due by end Feb 2013. You will be expected to present it to the Executive Leadership Team and handle any questions from that team.

Question:
Is the capability required to complete this task assignment S-II, indicated by the six month Time Span of the Target Completion Time? Or is the capability required higher than S-II indicated by the likely State of Thinking (Declarative, Cumulative, Serial or Parallel)?

Response:
As I read your narrative, it becomes clear that this is a writing assignment to produce a written document. It appears that actual execution is NOT part of this task. But what is the goal?

If the goal is to simply write a document, collecting all these elements together into a coherent narrative, then I lean toward S-II, Cumulative processing. But I don’t think that’s the goal. A plan is not a goal. A plan is a tool, the design phase of a longer task assignment, and will require a higher level of capability.

The goal is actually to execute the work designed in this document, to create a labor (American spelling) pool in the face of shifting labor pool obstacles. I believe the document is the work design step in a much longer task assignment.

Given the challenges faced, what is a reasonable amount of time you (as the manager) would give someone to create this stable, predictable and available labor pool? You already stated that “clear actions extending out further than 12 months, expected changes in our industry and society over the next decade” would be a required element of this design. I suspect that a reasonable amount of time is 2-5 years plus, easily extending this task assignment to S-IV Parallel processing.

An example. In South Florida, we are seeing a modest and slow recovery in the commercial construction sector. And we are hiring. However, our pool of unskilled labor disappeared during the recession. Many returned to their home countries, others found work in other sectors. Available workers do not possess the skills required to complete the available work.

This is a tough problem, even beyond the scope of a single company. Contractor associations and trade groups are attempting to grapple with the same issues you describe. This will be a long term challenge, not solved within two years. It will require the development of skills training programs, recruiting unskilled workers into those training programs, creating conditions for workers to return from foreign countries. This is clearly a 2-5 year problem, will require a minimum of S-IV Parallel processing.

Pay Banding

Question:
Yesterday, you talked about compensation and referred to pay bands. I think I know about pay banding, so how does that relate to Levels of Work?

Response:
Levels of Work, as described by Elliott Jaques in Requisite Organization, provides a logical framework for pay banding. Here’s the framework.

Stratum V roles (Longest Time Span tasks ranging from 5 years to 10 years)
Stratum IV roles (Longest Time Span tasks ranging from 2 years to 5 years)
Stratum III roles (Longest Time Span tasks ranging from 1 year to 2 years)
Stratum II roles (Longest Time Span tasks ranging from 3 months to 1 year)
Stratum I roles (Longest Time Span tasks ranging from 1 day to 3 months)

Pay Banding, as a concept, slices each Stratum range into six segments (or eight segments, or four segments, but I like six). Entry level pay in each Stratum role would define starting pay for that Level of Work. Six segments up the Time Span range in that Stratum would define the highest pay for that Level of Work.

Pay banding provides a structure to design predictable Fair Compensation inside each Stratum, leaving the Team Member’s Manager and Manager-Once-Removed (MOR) discretionary latitude to make compensation decisions inside defined guidelines.

That Sounds More Organized

“Why are we having this discussion in the first place?” I asked. “What do you see, as a manager, that is creating a problem?”

Arianne was puzzled. She knew the answer, but didn’t know the words to express it. “There are all kinds of issues. I guess it’s just getting organized. Our company has grown, things are more complicated, now. It used to be, everybody did a little bit of everything, and somehow, all the work got done. Now we have more customers, way more customers, and the volume, we now do, in one day, what we used to do in a month. We started out with eight people, now we have eighty-five.”

“When you think back to when your company was small, and then you added more people, what was the biggest change that you noticed?” I pressed.

“I remember, clearly, everybody was doing a little bit of everything, and then we had to divide up the work. Some people would work on one part, others would work on another part, and someone else was assigned to find new customers,” Arianne explained.

“Well, that sounds more organized,” I observed.

“Are you kidding. That was the beginning of the first set of problems. We ended up with two people doing the same thing, duplicating work. And other work that no one was doing, gaps all over. I felt like Hans Brinker, plugging the dike with my thumb. But there were too many gaps. Too many customers, too many orders. It was a mess.”

“What did you do?”

“Somehow, we got it sorted out. We drew a big flowchart on the wall, with boxes for each of the major steps. It became easier to see the holes in the dike, and where work was duplicated. We made checklists, created push schedules. It was a lot of work, a lot of effort, a bunch of overtime, but at least we got all the work out the door.” Arianne took a breath.

“Well, that sounds more organized,” I repeated.

“Are you kidding,” Arianne sat forward. “That was when we almost went broke.”

Accounting – What’s the Level of Work?

Question:
We are working on the structure of our accounting department. We have a comprehensive list (spreadsheet) of ALL the tasks that need to be completed from daily transactions, to weekly flash reports, to monthly financial statements, to quarterly reports and annual compilation activities. But all this work keys around, seems to be performed by one individual, the accounting manager. We have two additional people in that department, but we need help figuring how to distribute the work to the right person.

Response:
This is an accounting department, but the same principle applies, no matter the discipline. The futile approach would ask “Can this person do this and can that person do that?” The result would be a helter-skelter mish-mash of who would be accountable for what. It might help, but you would remain in a state of disorganization. Especially where you have a spreadsheet of tasks, enough to go around for three people in your accounting department, you need a systematic way of figuring this out. This is not complicated.

You say you have a spreadsheet. As comb through the list of tasks, the central question is to identify the Level of Work. Add a column in your spreadsheet that identifies the Level of Work (LOW) for each task. Your Accounting Manager needs to self perform those tasks at S-III and delegate S-II and S-I tasks.

S-I – Clerical, transactional input from coded paperwork, proofing batch transactions for accuracy, printing reports and schedules. This would include A/P and A/R data entry, timesheet entry, including job cost transaction input for labor and materials. Matching paperwork from work orders and POs to invoices received from vendors. Collecting, sorting and filing required paperwork to support higher level decisions related to disbursements or billing activities. [Scope of task assignments range from (1) day to (1) week to (1) month with no task assignments longer than (3) months].

S-II – Coding paperwork (making decisions) for transactional input, coding job costs of materials and labor including split allocations according to formula or system criteria created by manager. Reconciliation of accounts to workpapers. Second level review of transaction input from S-I activities. Compilation activities of reports and schedules required for routine reports for accuracy, completeness according to a publishing schedule created by manager. [Scope of longest task assignments range from (3) months to (12) months].

S-III – Creation of systems for all accounting functions, including documentation of steps, checks and balances, reconciliation points, review steps, identification of thresholds, risk assessment, and operating parameters. Third level review (signature) of transaction schedules for execution of disbursements (cash), movement of cash and cash management. Forecasting and budgeting. Cross-functional work with departments and divisions to support the financial analysis required for operational decisions (bid profitability, bid qualifying, project budgets, work-in-process, milestone completions, payment apps, collections). [Scope of longest task assignment range from (12) to (24) months].

You can flesh these guidelines out to assist in identifying the Level of Work in each line of your spreadsheet. Once the Level of Work is defined, it is easy to determine what tasks the Accounting Manager must self-perform and what tasks can (should) be delegated to appropriate team members.
