		<description><![CDATA[Sounds like the decision making step is not at fault but rather the data gathering step. We use a rating and voting based decision process (DAR) where I work and the rating and voting part only works when the proposed solutions meet the set of requirements for the design. The real effort in the whole process is the definition of the requirements and describing the solutions in enough detail to give people the confidence to vote.

In this scenario it was more like Ralph was asking folks to review his plan and without the appropriate time available for reflection it simply got the rubber stamp.]]></description>
